Service PACT is a tool to help Primary Care Trusts manage new and existing pharmaceutical services.

At the heart of Service PACT is the recognition that pharmacy services are growing in importance and they need to be performance managed. This requires a deep understanding of the service that is being delivered and with it knowledge of what data is important.

Service PACT captures data electronically either through software in the pharmacy or at the PCT. The data is securely transmitted in encrypted form and both standard and customised reports are provided back to the PCT. As part of the service, invoices can also be generated for the PCT on behalf of the contractor – which is all geared towards reducing the administration associated with introducing and managing pharmacy services.

Service PACT is built as a modular system around different services. We customise our offer so that individuals PCTs can define the type and nature of the services that they wish to manage. Currently modules for the management of emergency hormonal contraception and minor ailment schemes have been developed and are in use.

In the Manchester area, Service PACT is used to support the PCT in managing their Emergency Hormonal Contraception Scheme that uses Patient Group Directions.

One of the first schemes of its kind, Webstar Health introduced Service PACT to manage the growing administrative demands on the PCT to manage a very successful scheme.

Community pharmacists submit a subset of data (as determined by the PCT) based on the consultation with patients, although no patient specific data is transmitted to the PCT.

As part of the service provided, the PCT receives standard reports that help monitor the performance of the scheme and provides the a starting point to determine the impact of community pharmacy services on wider health care priorities such as managing the rate of teenage pregnancies.
